***PME 2024 - Pre-Market Engagement ONLY - Reigate and Banstead EV Charging Infrastructure - NOT A TENDER EXERCISE*** PLEASE DOWNLOAD THE SPECIFICATION DOCUMENT FOR MORE INFORMATION RBBC EV Charging Infrastructure Specification for pre-market engagement via in-Tend 1) Introduction Reigate and Banstead Borough Council (RBBC) is a local authority within Surrey County in South East England. Emissions from transport form around 45% of the borough Carbon Footprint and therefore reducing vehicle movements in tandem with decarbonising residual transport emissions by enabling the transition to EVs will be key to reaching net zero by 2050 as required by the RBBC Environmental Sustainability Strategy. Such action will also contribute to achieving the objectives of the forthcoming RBBC Air Quality Strategy and Action Plan. We have a number of car parks across the Borough and we are particularly keen to deliver electric vehicle charging infrastructure at locations that will be convenient for those residents who don't have access to off-street parking to charge at home so may not consider an EV to be an option for them. Because of our close proximity to Gatwick Airport, there is also a potential demand from taxi and private hire operators for EV charging. Appendix 1 contains a table of our car parks, with addresses and comments. We currently have seven charging points that we have installed, operated by external parties, at three locations (Victoria Road in Horley, Town Hall in Reigate and 1 rapid point at Wray Lane car park in Reigate) and have plans to install a further six in Central car park Horley and to connect another six in the car park at Banstead High Street. The borough as a whole had 42 public access devices in October 2023, significantly lower than the UK average.
