Description

Perth & Kinross Council (‘the Council’) was seeking to appoint suitably qualified and experienced provider to provide a range of Family Support Services with Perth & Kinross Council.

Lot Division

1 Intensive Whole Family Support

The service will provide support for children, young people, parents, and carers with children from 0 to 18 years old. It will also provide practical and emotional support to pregnant women who need additional support in relation to preparing for motherhood. The aim of the service is to provide early help to support children to remain within their families wherever possible by working with parents and carers to improve their ability to meet all their children’s needs. If this is achieved, parents and carers will be empowered to manage their parental responsibilities without the need for statutory Social Work intervention in their lives. Services to be provided include support with practical parenting skills, child development, routines/boundaries, behaviour management, emotional support, and community engagement. The service will be flexible to provide support when children, young people, parents, and carers require this support, which is likely to include evenings and weekends. Referrals to this service will come directly from Statutory Social Work services.

2 Support for Children, young people and their parents/carers who are affected by subtance misuse

The service will provide support for children, young people, parents, and carers with children from 0 to 18 years old. Children and young people who are living in households where parental substance misuse is a factor may also be affected by other significant risk factors, including poor parental mental health, domestic violence, criminality, and poverty. The service will have a comprehensive understanding of the impact of these social issues on the lives of children and young people to ensure that the support provided is trauma informed and appropriate to identified need. The service will be flexible to provide support when children, young people, parents, and carers require this support, which is likely to include evenings and weekends. Referrals to this service will come directly from Statutory Social Work services.

3 Universal Whole Family Support

This service will screen, signpost and/or provide a flexible range of supports to families requesting early help. This service will primarily take referrals from families and other professionals and will be able to respond to need timeously and flexibly. The range of supports should be based on whole family wellbeing, early intervention and prevention which help families meet their individual needs and avoid crisis. The service will provide support for children, young people, parents, and carers with children from pre-birth to 18 years old. Services to be provided include assessing need, signposting to other relevant agencies and/or supporting engagement other relevant services, support with practical parenting skills, budgeting and finance, routines, and boundaries. Support should fit the identified needs of the family, and therefore should be responsive to their needs, and this may include the need to be available evenings and weekends.
