Description
An urgent award is required for continuity of service and safety of patients undergoing rehabilitation. There are limited Level 2b neurological rehabilitation providers within the East of England, meaning that the beds at these units are highly sought after, with competition from neighbouring ICBs (who currently are charged a higher spot purchase rate than the above MSE ICB spot purchase rate). The urgent award is required in order for MSE ICB to continue to receive the commercially beneficial rates for placements • The award must be made urgently in order for the residents of MSEICB to access specialist and quality neurological rehabilitation services from providers who are known to deliver good clinical outcomes in the population, and have demonstrated excellent ability to engage in timely discharge processes, supporting the 8-12 week pathway and facilitating flow through acute beds into specialist rehabilitation. • Delaying the award to conduct a full application of the PSR would be likely to pose a risk to both the patient safety of those requiring Level 2 neuro rehabilitation by delaying their access to the most appropriate care at the most appropriate time in the most appropriate setting. It would also impact patient safety of a wider population by preventing flow from acute beds, impacting on bed occupancy. Procurement is being developed to include the services from April '25 The contract is for one year from 1st April 2024 – 31st March 2025

This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR) Regulation 14. This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.'
