Description
Please note: This is a Prior Information Notice and is part of our Market Engagement. This is not a call for competition at this time. All details contained here in are estimates and may be subject to change up to the release of the Contract Notice. The Coal Authority (Client) was established by Parliament to undertake specific statutory duties, set out in the Coal Industry Act 1994, associated with licensing coal mining operations; managing property and the historic legacy arising from the ownership of the coal reserves and underground workings; settling subsidence damage claims not falling on coal mine operators and providing access to coalmining information. The Coal Authority has a legal duty under the Coal Mining Subsidence Act1991, to repair properties damaged by coal mining subsidence in the five coalfield regions. The Coal Authority employs over 300 people, based mainly at the head office in Mansfield with some field staff remotely based in order to enable a fast response to incidents in the coal mining areas. The Coal Authority is funded by grant in aid from the Department of Energy Security and Net Zero (DESNZ)
Total Quantity or Scope
The Coal Authority is seeking a service provider or service providers who can assist with our requirement to Inspect and record the status of 10,000 mine entries per year over a four year Framework. This will involve working to a pre planned schedule of inspections. Locations of the Mine Entries are spread through out the UK mostly above the Coal fields with some in remote places. Many Mine Entries are in Residential areas. There are some which would involve liaising with Private Residents via the Coal Authority Community Team. The typical method for inspection of sites involves the use of a Coal Authority Tablet which will allow for site photographs and note taking to be uploaded to our records.

The Coal Authority is issuing this Prior Information Notice as part of a wider Market Engagement piece in order to inform interested parties of our need for Site Survey and reporting services. We are seeking organisations who can enable us to complete 10,000 mine entry inspections per year across the UK Coal Fields. Requirements for the Inspections follow our standard system of work and involve the utilisation of our own equipment to photograph, record and report on the condition of each mine entrance.
