The section below sets out the technical reasons required by Regulation 32(2)(a) that the Council would rely on to justify its decision. Explanation: The Council has advised the opportunity to bid for the lease on 2 separate occasions as follows; Notice reference: 2023/S 000-007927 Published 17 March 2023 FTS Notice 2023/S 000-018026 Published 23rd June 2023. Neither tender provided any suitable bids to progress. The total value of the contract is based on an estimated budget for the build of the properties which will be funded by NHS England, subject to the completion of a business case. The authority wish to directly award the lease to Progress Housing Association Limited (PHA) for the following period: Estimated Start Date: December 2024 (Subject to funding and planning approvals) for a period of 250 years.
