Description
The Integrated Data Programme (IDP) is a Government Major Projects Portfolio (GMPP) cross government initiative with ONS as the lead delivery partner. The cross-government nature of the Programme is reflected in the governance model, the ONS delivery follows the ONS portfolio office management policy with Infrastructure Project Authority (IPA) oversight. The IDP is a major transformative proposal to bring together ready to use data and enable faster and wider collaborative analysis for the public good. The service delivers a secure and trusted Cloud hosted integrated data platform enabling end-to-end collaborative analysis and dissemination of statistical and analytical outputs. The Integrated Data Service (IDS) will be based on updated policies to simplify and maximise access to data while balancing legal, security, data protection and ethics and enhances data ready for use after applying assured methodology and data management practices.
Total Quantity or Scope
The scope of this requirement is to provide access to a flexible pool of skilled trained consultants that can fill our knowledge gap within the programme and related IDP projects whilst delivering at pace. The Supplier will be expected to undertake outcome-based projects on a Statement of Works basis when suitable activities are identified. The current contract is governed by the Crown Commercial Services RM6187; Management Consultancy Framework three (MCF3).

Legal Justification
The scope of this requirement is to provide access to a flexible pool of skilled trained consultants that can fill our knowledge gap within the programme and related IDP projects whilst delivering at pace. The Supplier will be expected to undertake outcome-based projects on a Statement of Works basis when suitable activities are identified. ONS are entering a second phase that requires additional support to complete the transformation. ONS is seeking to increase the contract value with Deloitte by £3,000,000. As this is a Statement of Work based contract this is not a commit value but a call off value; only required if Statement of Works are identified.
