Other Information
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 17th December 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR The decision for this award was made by cabinet members on the 14th November 2024 The Key Criteria used to assess the incumbent provider was the following as these were deemed to be most important. -Quality & Innovation -Value -Integration, Collaboration, and Service Sustainability -Improving access, reducing health inequalities and facilitating choice - Social Value VIA have demonstrated they will be able to continue to deliver the service with high quality care. They have demonstrated strong outcomes in treating residents with substance misuse issues. This is demonstrated in their performance and outcome data. The service have better treatment completion outcomes compared to England and London averages. VIA has shown a strong capability to meet performance standards for inclusivity and accessibility. Their proactive engagement, understanding of diverse needs, and comprehensive service delivery position them well to continue meeting these criteria effectively. The provider integrates and collaborates with numerous organisations across Harrow, demonstrating their support and development efforts. This collaboration offers various ways for people to access, participate in, and receive health and wellbeing support, thereby facilitating choice based on what matters to them. This also includes crucial engagement with the combating drugs partnership. VIA has been proactive in working with commissioners to develop new posts in line with the 2021 drugs and alcohol strategy, and their new staffing structure aligns with national strategy priorities, focusing on: increasing numbers in treatment; ensuring continuity of care; reducing drug related deaths; and increasing access to detox and rehab services. VIAs partnership and collaborative approach are positively impacting residents’ outcomes.
