Description
NHS Bedfordshire, Luton and Milton Keynes Integrated Care Board (ICB) are awarding an APMS contract for the Provision of Primary Medical Services at Cauldwell Medical Centre in Bedford.
Total Quantity or Scope
The contract is to deliver Primary Care Medical Services at Cauldwell Medical Centre in Bedford. NHS Bedfordshire, Luton and Milton Keynes ICB intends to award a contract to the existing provider, East London NHS Foundation Trust via Direct Award Process C as described in Regulation 9 of the Health Care Services (Provider Selection Regime) Regulations 2023. The incumbent provider has been delivering Core Primary Care services including Cervical Screening, Immunisations and Quality and Outcomes Framework as well as enhanced services including Primary Care Framework, Minor Surgery, Weight Management and Learning Disability Healthchecks at Cauldwell Medical Centre. The contract start date is 1st April 2025 for a period of 6 years until 31st March 2031. The approximate total lifetime value of the contract is estimated to be £6,485,185.13 (Annual value of £1,042,589.57) and is subject to national negotiations of primary care medical services.

Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 31st December 2024. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 31st December 2024 to the following email address: blmkicb.pccc@nhs.net. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. The decision makers for this process were Primary Care Commissioning and Assurance Committee. There were no conflicts of interests declared in reaching the decision to award. A number of key lines of enquiry (KLoEs) were mapped to the 5 Key Criteria and evidence was gathered from several sources to assess the extent to which the KLoEs had been met during the current contract. ELFT have established relationships in the locality, and with the ICB team and continue to provide improved services and have an established workforce. They also work well with partners, support patients and staff well and are responsive to necessary change. The incumbent provider ELFT was considered against the 5 key criteria. These criteria were not weighted differently as they were deemed equally important for this service. The assessment against each criterion was undertaken based on the current service delivery model and performance. The supplier meets all the requirements specified to the satisfaction of the Commissioner, and it is expected that they will satisfy the requirements of the new contract going forwards.
