Description
A mixed procurement to provide an end to end fully integrated Orthotic, Wheelchair and Posture Service for children, young people and adults registered with a GP located in Leicester, Leicestershire and Rutland ICB.
Total Quantity or Scope
- description of the services to be provided; - Orthotics - To provide an end to end fully integrated Orthotic Service that provides treatment options for people with a wide range of conditions by skilled orthotists that assess, supply and fit appropriate orthoses. This can help improve quality of life by reducing pain, keeping people mobile and independent and preventing more invasive and expensive interventions like surgery, amputation or the need for social care. To provide an end to end fully integrated wheelchair and posture service to maximise mobility and independence and improve the quality of life for Service Users and their Carers. This is delivered through timely access to appropriate assessment, provision and maintenance of equipment. Delivering a high quality service by responding to changes in Service Users' health conditions through regular reviews. The Adult and Paediatric Orthotics and Wheelchair Services are fully integrated with a combined workforce, and delivered via this contract within the community with a requirement to locally collaborate with other providers as part of local integrated care pathways The ICB is intending to award a contract to an existing provider through PSR Direct Award Process C, where the existing provider is satisfying the existing contract and will likely satisfy the proposed new contract, to a sufficient standard, and the contract is not changing considerably. These services are considered to be Mixed Procurement under PSR. The ICB is of the opinion that the current provider has established sustainable and integrated partnerships with other care providers in the local area as part of a seamless end to end pathway serving the best interests of patients and carers. The approximate lifetime value of the new contract is £31.5m which covers the 3 years and optional 2 years extension. The dates between which the services are intended to be provided are: 01/10/2025 - 30/09/2028 (3-year contract) 01/10/2028 - 30/09/2030 (optional 2-year extension)

Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. the standstill begins the day after this notice is published - Thursday 19th December 2024. Representations by providers must be made to the relevant authority by midnight on Thursday 2nd January 2025. This contract has not been formally awarded; this notice serves as an intention to award under the PSR as a mixed procurement.
