Description
NHS Hampshire and Isle of Wight Integrated Care Board (ICB) awarded an open framework in May 2022 to provide supported living care provision for individuals and cohorts with complex needs and who have learning disabilities and/or Autism. A contract notice was published in October 2023 (2023/S 000-029876) to reopen the framework, to increase the number of service providers to support greater capacity to meet the needs of individuals whilst ensuring minimum quality standards and in accordance with the terms of the framework. This contract award notice confirms the intention to award framework contractors to 6 new providers. As per the original award, the framework continues in force until 20th March 2026, with the option to extend by 4 12 month periods.
Total Quantity or Scope
NHS Hampshire and Isle of Wight ICB invited responses to an Invitation to Tender (ITT,) from suitably qualified and experienced providers with the necessary capacity and capability, (or a demonstrable ability to provide the necessary capacity and capability), to provide Supported Living care provision services, for individuals and cohorts with complex needs and who have Learning Disabilities and/ or Autism. This tender relates to the care and support element only. The process was conducted in accordance with the ITT documents published to award the original framework. This notice is an intention to conclude the award using the competitive process. The approximate lifetime value of the framework is £30,000,000. As per the framework documentation, the Contracting Authorities able to use the framework are:- NHS Hampshire and Isle of Wight ICB, NHS Frimley ICB (North East Hants and Farnham), Portsmouth City Council, Isle of Wight Council, Southampton City Council, and Hampshire County Council. The original framework was awarded for a period of 4 years from 21st March 2022 to 20th March 2026, with the option to extend by 4 periods of 12 months. Framework contracts with providers due to be awarded to under this process to reopen the framework will commence on 1st February 2025 (or sooner if all conditions precedent are met and signatures are in place), subject to conclusion of the standstill period.

However, in line with the PSR requirements for amendments to existing frameworks, this is a Provider Selection Regime (PSR) intention to award notice. Following a reopening of the framework, the award is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by midnight on Monday 6th January 2025. This framework agreement has not yet been formally concluded; this notice serves as an intention to award under PSR. Written representations should be sent to Emily.Harwood@soeprocurement.nhs.uk The award was ratified by attendees of the following HIOW ICB Committees:- - HIOW ICB Procurement Group - 10th September 2024 - HIOW Executive Committee - 24th September 2024 All members of the project group were required to complete conflict of interest forms, and no conflicts of interest were declared. No conflicts of interest were declared as part of the decision making groups listed above. The procurement was conducted in accordance with the terms of the framework, including use of the original award criteria. The successful providers met the minimum criteria (or achieve a pass with conditions) and met the minimum pass mark for the published quality criteria.
