The provision of outpatient pharmacy services for University Hospitals Morecambe Bay NHS Foundation Trust, Blackpool Teaching Hospital NHS Foundation Trust, East Lancashire Hospitals NHS Trust and Lancashire Teaching Hospitals NHS Foundation Trust.
Total Quantity or Scope
Outpatient pharmacies services to provide medicines and related services to patients who are not admitted to hospitals but visit outpatient clinics. Service aim to streamline the medication process for patients, reduce waiting times, and improve overall efficiency. Key objective to deliver on site pharmacies on the sites of Blackpool Teaching Hospital, East Lancashire Hospital Trust, University Hospitals of Morecambe Bay NHS Foundation Trust and Lancashire Teaching Hospitals NHS Foundation Trust primarily to serve patients who attend hospital outpatient clinics and require prescriptions or other pharmacy services.Outpatient Pharmacy services as outline above to be delivered by Lancashire Hospital Services (Pharmacy) LTD via the Provider Selection Regime (Most Suitable Provide)Core Functions to be provided1. Dispensing Prescriptions:• Filling prescriptions for outpatients promptly and efficiently.2. Medication Advice:• Providing expert guidance on how to take medications safely and effectively.3. Specialist Services:• Catering to specific needs such as oncology, rheumatology, and HIV medications, where specialized drugs may be required.4. Over-the-Counter Sales:• Supplying general health products like vitamins, painkillers, and wound care items.Key deliverables of Outpatient Pharmacies• Convenience: Patients collect medicines immediately after their appointments without needing to visit another pharmacy.• Shorter Wait Times: Service to improve efficiency.• Cost-Effectiveness: Reduce pressure on in-hospital pharmacy departments.• Improved Patient Outcomes: Clearer advice and easy access to medications encourage better adherence to prescribed treatments.The approximate value of the contract is £12,000,000 and the service already exists with the provider, Lancashire Hospital Services being the existing provider for other Trusts within the Integrated Care Service.This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The intention is to award a contract using the most suitable provider process. The award decision makers are University Hospitals Morecambe Bay NHS Foundation Trust, Blackpool Teaching Hospital NHS Foundation Trust, East Lancashire Hospitals NHS Trust and Lancashire Teaching Hospitals NHS Foundation Trust.

Legal Justification
University Hospitals Morecambe Bay NHS Foundation Trust, Blackpool Teaching Hospital NHS Foundation Trust, Lancashire Teaching Hospitals NHS Foundation Trust and East Lancashire Hospitals NHS Trust have formally collaborated as a Health System. Part of this collaboration has seen the creation of One LSC, which provides a single service back office function which has the objective to standardise services in order to provide safe, consistent and efficient patient care, within the NHS. The contract award to Lancashire Health Services achieves this key objective.
