Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to NHS England Commissioners by 7 February 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Written representations should be sent to chris.horrocks@nhs.net The decision to award this contract was made by NHS England (East of England) Public Health Health and Justice Operational Group. There were no Conflicts of Interest. The key criteria that NHS England commissioners used in the decision making process and the importance to delivery of the service was; Quality and Innovation - The current service is of a high quality, and the provider uses various methods to ensure quality is maintained. This level of quality will continue in the new contract. Value - The provider demonstrated value for money. The contract value was benchmarked against similar contracts and the new contract is considered value for money. Integration, collaboration and service sustainability - The Provider has a role in providing support to other agencies including the prison estate and other healthcare services. There is good stakeholder engagement which will continue. Improving access, reducing health inequalities and facilitating choice - The service has pathways into secondary care services. The provider will act as an ambassador to Service Users ensuring the services they require are accessible. This will continue in the new contract. Social Value - The provider has demonstrated an understanding of Social Value requirements which includes Economic and Social Value initiatives, Environmental, and Health initiatives. Commissioners are satisfied this will continue in the new contract.
