Description
The collection of household refuse and co-mingled recycling, both in wheeled bins, within Crawley Borough. Collections will be made from edge of property or other designated collection points from approximately 43,000 properties. The provision of an opt-in chargeable green waste collection service using 240 litre wheeled bins. The collection of bulky household items on request. Provision of an assisted collection for residents who are physically unable to present their waste at the edge of property.

Legal Justification
The Council intends to enter into a contract extension with Biffa Municipal for the collection of waste and recycling from residential properties. The proposed extension is for a period of three years with an option to extend for a further two years if mutually agreed by the Council and by Biffa Municipal. The extension will commence from April 1st 2026 until 31st March 2029 with the option to extend for the further two years to 31st March 2031. The rationale for the proposed extension is to enable the Council to work with Biffa as the incumbent contractor to plan for the introduction of separate food waste collection with effect from April 2026. It is a statutory requirement for the Council to introduce a separate food waste collection service from this date and it will be important for the Council to be able to work collaboratively with the incumbent contractor to arrange the various logistical arrangements including revising the collection rounds, recruiting, training and deploying additional drivers and loaders, procurement of vehicles and food caddies and communications with residents and other stakeholders.
