This is a notice to inform the market of the intention to award a contract for Employment and Peer Support for the population of Leeds via the Most Suitable Provider Process.Employment and Peer Support Workers for enduring mental health needs; services working as part of the community mental health transformation programme, within the well established Leeds Health and Care Partnership. Services support people to live as well as possible in their communities.
Total Quantity or Scope
This is a notice to inform the market of the intention to award a contract for Employment and Peer Support Workers for the population of Leeds via the Most Suitable Provider Process.The Health Care Services (Provider Selection Regime) Regulations 2023, Paragraph 10 - The Page 4 to 5 Most Suitable Provider Process is being used to commission this service. This notice will be live for fourteen (14) days from the date of publication. This is a notice to inform the market of the intention to award a contract for Employment and Peer Support Workers for the population of Leeds.The aim of the service is to work in partnership with local employers, agencies and groups in the locality to improve employment outcomes for people who come in contact with primary care mental health services or community mental health teams.There has been extensive work undertaken over the last 2 years, through service reviews, consultation and place committee approval to develop a joined-up approach to the delivery community mental health services in the city. Through a lead provider approach, it is expected to reduce the risk of miscommunication or gaps, and therefore improve patient management/safety. As part of the Leeds Community Mental Health Transformation programme, the Employment and Peer support workers, in partnership with local employers, agencies and groups in the locality, will work together to improve employment outcomes for people who come in contact with primary care mental health services or community mental health teams within the well-established Leeds Health and Care Partnership.The Provider should be able to deliver and evidence through; • Increased number of people with mental health problems who are supported to formulate their vocational goals through the development of an individual plan.• Increased number of people with mental health problems retaining employment at 3/6/9/12+ months• “early referrals” to the service assisted to retain their employment e.g. through being supported to negotiate reasonable adjustments under the Equality Act 2010• Increased number of people with mental health problems using secondary mental health services entering time limited vocational training, voluntary work, work experience or activity that helps them move towards employment• A named employment advisor for each person• Increased numbers of individuals receiving mental health services from clinical teams and community based services • moving towards employment• Improved awareness of the employability of people with mental health problems within community teams and other agencies• Increased awareness of mental health issues among local employers and their readiness to employ individuals with mental health problems• Increased number of people using the Talking Therapy service supported to retain employment.The estimated value of the contract is £6,300,000 for a 3+2 year contract.
