Description
The University is appointing a supplier as Transport Consultant for the ongoing requirements relating to the Edinburgh BioQuarter project.
Total Quantity or Scope
Provision of transport planning consultancy expertise to support the development of the Edinburgh BioQuarter site. This procurement process covers all upcoming requirements. This contract will follow a phased approach, oulined below: Phase 1: Travel Planning: Ongoing Travel Plan coordination including arrangements of events across the campus to support staff to travel sustainably. Design, administration and analysis of EBQ Travel Survey. Phase 2: Stage 3&4 Design: Internal Gaps. Phase 3: Stage 3&4 Design: External Gaps. Phase 4: Travel Planning: Full Travel Plan review and update following the 24/25 travel survey. Implementation of a car sharing scheme. Refinement of Mobility Hub requirements and costing. Ongoing Travel Plan Coordination. Phase 5: Travel Plan Coordination. The contract commencement date is 10th February 2025. It is anticipated that this contract will be in place for a period of 3 years, with no options to extend.

Legal Justification
It is essential that a suitable Transport Consultant is appointed as soon as possible for the Edinburgh BioQuarter project for a Travel Survey to be undertaken in early 2025 to gain data for future proposals. The complexity of the work across multiple elements of the Travel Planning that need to work together requires familiarity of the site and a high degree of technical knowledge of the project and the associated requirements and challenges.
