Legal Justification
This contract is being awarded without prior publication of call for competition due to lack of technical expertise within the countries the research is being carried out in, and that this is a follow on agreement with GAHP. The current agreement will end 31st March 2025, and GAHP have confirmed that they hold the IP on software that is used for this research
