Description
The London Borough of Merton (“the Council”) has awarded a contract to an existing provider following Direct Award Process C under the Provider Selection Regime, to provide the mandated NHS Health Check Service. NHS Health Check is a national risk assessment and management programme for those aged 40-74 living in England, who do not have an existing vascular disease, and who are not currently being treated for certain risk factors.
Total Quantity or Scope
The aim of the Service is to prevent heart disease, stroke, type 2 diabetes and kidney disease, raise awareness of dementia both across the population and within high risk and vulnerable groups. The provider will deliver an NHS Health Check programme that will maximise the number of NHS Health Checks delivered, within the available resources. The service is aimed at preventing heart disease, stroke, diabetes and kidney disease and raising awareness of dementia for those aged 65-74. The Authority published an intention to award notice on 18th February 2025, and has now observed the subsequent standstill period. The contract is now to be awarded to the provider.

Legal Justification
The scope of these services falls within The Heath Care Services (Provider Selection Regime) Regulations 2023. A notice of intention to award was published on 18th February 2025, initiating the standstill period. Representations providers were to be made directly to the Authority by 28/02/25. The standstill period has now been observed and this contract is now formally to be awarded. The provisions of the Public Contracts Regulations 2025 do not apply to this procurement.
