The person requires high staffing levels to maintain their safety and a highly skilled team to meet their needs, particularly in relation to their mental health. The chosen provider is the only agency that has been identified with a sufficient track record in managing this type of complex care to prevent package breakdown. This contract is awarded without competition due to the specialist needs of this care package.
