Description

The City of Edinburgh Council (the Council) and partners are seeking to create a Framework Agreement to procure construction related professional services covering several disciplines in a lotting format summarised below: Project Management Services Building Surveying Services Quantity Surveying Services Architectural Services – Education/Non-residential Architectural Services - Residential Architectural Services - Landscape Structural and Civil Engineering Services Mechanical & Electrical Engineering Services Fire Engineering & Consulting Services Multi-disciplinary Design Team Services Transportation Services

Lot Division

1 Project Management Services

Project Management Services – full project and programme management consultancy to oversee the planning, design, and construction of projects, including the implementation of project processes and governance to manage risk and performance.

2 Building Surveying Services

Building Surveying Services – full building survey consultancy including advising on specification of works, documents for tender and appointment of contractors, procurement routes, determine the condition of existing buildings, identify, and analyse defects, including proposals for repair.

3 Quantity Surveying Services

Quantity Surveying Services – full cost consultancy service including advising on documents for tender and appointment of contractors, procurement routes, costing services at all stages through to Final account agreement and claims support.

4 Architectural Services – Education/Non-residential

Architectural Services – Education/Non-residential – full architectural consultancy including defining and achieving the project goals, design development from concept, feasibility through to in-use, preparing the project brief, stakeholder consultation and engagement, lead and co-ordinate the project, monitor, and manage the project budget.

5 Architectural Services - Residential

Architectural Services – Residential – full architectural consultancy including defining and achieving the project goals, design development from concept, feasibility through to in-use, preparing the project brief, stakeholder consultation and engagement, lead and co-ordinate the project, monitor, and manage the project budget.

6 Architectural Services - Landscape

Lot 6 – Architectural Services – Landscape – full landscape architectural consultancy including defining and achieving the project goals, design development from concept, feasibility through to in-use, preparing the project brief, stakeholder consultation and engagement

7 Structural and Civil Engineering Services

Structural and Civil Engineering Services – full engineering consultancy (including geotechnical/geoenvironmental services) including defining and achieving the project goals, design development from concept, feasibility through to in-use, preparing the project brief, stakeholder consultation and engagement, investigations of structures, lead and co-ordinate the project, monitor, and manage the project budget.

8 Mechanical and Electrical Engineering Services

Mechanical & Electrical Engineering Services – full services engineering consultancy including defining and achieving the project goals, design development from concept, feasibility through to in-use, preparing the project brief, stakeholder consultation and engagement, investigation and design of building services, stakeholder consultation and engagement, monitor, and manage the project budget

9 Fire Engineering and Consulting Services

Fire Engineering Services – full fire engineering consultancy including defining and achieving the project goals, design development from concept, investigation and design of fire services, stakeholder consultation and engagement.

10 Multi-discipline Design Team Services

full multi-discipline consultancy incorporating all the disciplines and requirements noted under each of the other Lots.

11 Transportation Services

Transportation Services – full transportation engineering/transport planning consultancy including defining and achieving the project goals for roads, traffic, public transport, design development from concept, feasibility through to in-use, preparing the project brief, stakeholder consultation and engagement, leading and co-ordinating the project, monitoring, and managing the project budget.

** PREVIEW NOTICE, please check Find a Tender for full details. ** Part IV: Selection Criteria - Technical and Professional Ability – Question 4C.1 – Bidders will be required to provide relevant examples of services carried out during the last three years through two reference projects that demonstrate that they have the relevant experience in delivering the Services as described. Examples should include, where possible, services delivered on Construction Projects: -for local authorities and/or large organisations; -for commercial and/or domestic properties and/or education/non-residential; -for any non-property related construction project; - for both new build and existing properties; - with multiple funding streams; - which demonstrate ability to work on commissions of varying values and complexities including occupied buildings; - which demonstrates ability to work with others (Council, its Representatives, Stakeholders and other Consultants) as part of a ‘Multi-Discipline Team’ - which demonstrates ability to manage the diverse characteristics of the construction industry including clients, project objectives, site locations, disciplines, organisational structures, quality, etc. The reference projects should have the following heading details: project title and description, construction methodologies and form of contract details, contract value(s) and dates; details of the customer organisation for whom the work was carried out; You should provide separate statements for each of the reference projects and the information you provide should cover the following areas: a detailed description of your organisation’s role in delivering the Services, by providing details of the staff and team structures you used on the reference project and evidence of how the team created the capability to deliver on time and budget, communicated effectively to ensure timely, accurate and cost effective delivery, and managed data. Higher marks shall be awarded to responses which demonstrate the ability to provide services similar in nature, scope and output to those referenced within the SPD The buyer is using PCS-Tender to conduct this ITT exercise.
