Legal Justification
continued from vii.2.1: A change in contractor cannot be made for technical reasons at this stage as it would be very disruptive to vulnerable services users; there would be insufficient time to carry out care assessments and there would be significant TUPE complications. A change of contractor would cause significant inconvenience or substantial duplication of costs for the contracting authority. It would be a significant administrative task to move the care packages over to new contracts in a short period of time including closing and reissuing purchase orders, as well as the commitment of social worker time that would be required to undertake each of these changes. The increase in price does not exceed 50% of the value of the original contract.
