Description
Hull City Council (The Authority) is seeking tenders from interested organisations to provide SEND Outreach Services split into 4 lots. The tender is an open consisting of a one stage process. The contract is anticipated to commence 1st September 2025 ending by 31st August 2027 with an option to extend for a period of 3 x 12 month periods. The Authority has estimated the value of the Services to be £811,500 per annum. The estimated value is given in good faith to assist tenderers in making their submissions, it should not be interpreted as an undertaking to purchase any goods, services or works to any particular value by the Authority and does not form part of the Contract.
Lot Division
1 | Lot 1 - Intensive Communication and Interaction
The Intensive Communication and Interaction Service will provide support for children within school years FS2 and above, until the end of Key Stage 1, with identified high-level speech, language and communication needs. Award Criteria

The Communication and Interaction Service will provide support for children within school years FS2 and above, until the end of Key Stage 4, with identified high-level speech, language and communication needs. The children must reside within Hull boundary Award Criteria

3 | Lot 3 - Social, Emotional and Mental Health Primary
The Primary School SEMH Service will provide support for children within school years FS2 until the end of Key Stage 2, with identified SEMH needs, with some transition support into Secondary Schools where required. Award Criteria

Renewal Options
The Authority may extend the contract by up to 3 x 12 month periods subject to the Authority's discretion and satisfactory performance.
