This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and the Procurement Regulations 2024 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight on 08/04/2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.(the date is 8 working days from the day after the notice is published - if created on 1st, standstill starts on the 2nd and then count on 8 working days).Representations should be sent to : angelo.mcleary@sabp.nhs.uk Award decison makers: Chief Finance Officer, Chief Operating Officer & Contracts Director No conflicts of interest were declaredLangford is an existing provider whose contract is coming to an end. SPFT wishes to award a new contract, for the same services, to the same provider again. Langford wishes to continue providing the services. Langford is satisfying its existing contract, and is therefore likely satisfy the new contract to a sufficient standard, and the proposed contracting arrangements are not changing considerably. The considerable change threshold rule means that the new contract cannot exceed either £500k or 25% of the original contracted value unless the change in value change is caused by external factors such as inflation or changes in patient volume, or it’s a change due to a merger or takeover. In this instance, the change in value is attributable to changes in inflation and additional costs incurred in relation to diagnostics.The key criteria assessed included: Quality and Innovation, Value, Integration, Collaboration and Service Sustainability, Improving Access and reducing health inequalities, Social Value.Langford is an experience Adult Acute Inpatient service provider and CQC registered as appropriate for the services provided.Due dilligence and financial checks has been completed - Langford posesses the necessary economic and financial capacity to perform the contract. they contract with mutliple NHS Commissioners including NHSE (via PC)Langford has the technical and professional ability (including human, technical resources and experience) to perform the contract to an appropriate quality standard. SPFT has been contracting with Cygnet for many years and performance aginst key quality standards and KPIs can be evidenced through quarterly QRMs.Langford also provides significant value for money, being over £100 per OBD cheaper than competitors.The locality of the contracted Langford services to SPFT is also a significant consideration.
