Legal Justification
Several extensive placement searches both locally and nationally have been made without a securing an offer to meet the child's needs. The urgency is unavoidable as the timescale before the new provision is available is too short for a tender process. Risks associated with the child remaining in the current unregistered placement have escalated recently, meaning a move is urgent. Therefore, the services to be provided under this contract are strictly necessary for reasons of extreme and unavoidable urgency and, as a result, the contract cannot be awarded on the basis of a competitive tendering procedure.
