Legal Justification
GAD provide actuarial advice within Government and charge for their advice. As a government department, GAD do not aim to make a profit, and their fee rates are designed to cover their costs only and hence are significantly lower than comparable private sector fee rates. Government policy is that departments and other bodies should not buy externally when there is a public sector entity that can provide the advice.
