Description
Leeds Stop Smoking Service (LSSS) will be delivered in the community and will engage and support people who smoke to stop smoking. This Service will focus on delivering support for people who smoke with, or at risk of developing a common mental health illness and /or a long-term physical health condition (the priority group) and within that, will prioritise working with groups and in areas of the city where smoking rates are higher than average for the city.

Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 00:00 18th April 2025 (The standstill period will end at midnight on the eighth (8th) working day). This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR

The decision maker (Director of Public Health) is in support of this intent to award and believes that services will provide will support for people who smoke with, or at risk of developing a common mental health illness and /or a long-term physical health condition (the priority group) and within that, will prioritise working with groups and in areas of the city where smoking rates are higher than average for the city. No conflicts of interest were identified as part of this process. It is our intention is to award this contract using the most suitable provider process.
