Description
This is a multi-lot, multi Supplier Framework. The Service is the provision of long-term Shared Lives Placements in and around Glasgow City for adults aged 18+ and Shared Lives Respite Placements for adults and young people age 16+, including young adults in transition from children’s services to adult services, and who have: -physical disabilities and/or sensory impairments -learning disabilities and/or autistic spectrum conditions -mental health needs -any combination of the above Providers require to be innovative in the delivery and promotion of the Service and have a strong plan to deliver a Shared Lives Service for Individuals requiring support. Providers are required to remain knowledgeable about the latest developments in Shared Lives Services nationally, through membership of Shared Lives Plus, the national charitable coordinating body for Shared Lives Services. Providers will have a vision that fits with the ethos underpinning Shared Lives, in line with Care Inspectorate requirements and Shared Lives Plus good practice guidance. The development of positive links within the local community is of key importance and as such, Providers will be competent in linking into local resources and ensuring the Shared Lives Service is well connected in the communities where individuals in Shared Lives Placements are based. Providers will work in partnership with Glasgow City Health and Social Care Partnership (GCHSCP) social work, health and commissioning staff, other Shared Lives Providers on this Framework, as well as specialist health inpatient staff from NHS Greater Glasgow and Clyde (NHSGGC) when appropriate to successfully deliver the Service and expand the number of Long Term Shared Lives Placements and Shared Lives Respite Placements in and around Glasgow City.
Lot Division
1 | Long Term Shared Lives Placements LOT 1 A long-term Shared Lives Placement that is intended to be permanent for Adults aged 18+. Each Placement is required to include 28 nights (periods of 24 hours) of respite per annum as standard. Will be delivered at either Standard or Enhanced service level as determined by the Council’s banding assessment detailed in Appendix 1 of the Service Specification and, . Purchased separately from this Lot where required - The provision of additional periods of respite for adults aged 18+ already in long-term Shared Lives Placements and who have been assessed, by the Council, as needing more than the 28 nights (periods of 24 hours) of respite which requires to be included as a core component of the Long-term Shared Lives Placement. Will be delivered at the already determined standard or enhanced banding for the long-term placement . The Lots in this Tender are tied and therefore Bidders applying to Lot 1 must also bid for Lot 2. . 2 | Shared Lives Respite Placements LOT 2 Shared Lives Respite Placements for eligible adults and young people Age 16+, including young adults in transition from children’s services to adult services Age 16+ who are not currently living in a long-term Shared Lives Placement. To be provided in nights, and for a period of no less than 24 hours and, . Shared Lives Respite Placements for adults 18+ who are currently in a long-term Shared Lives Placement, and where additional respite (over and above the 28 nights provided as standard) is identified as required by the Council and cannot be provided by the current Shared Lives Provider delivering the long-term Placement. . Will be delivered at either Standard or Enhanced service level as determined by the Council’s banding assessment detailed in Appendix 1 of the Service Specification . . Legal Justification
The extended duration of this Framework has been justified and agreed to support continuity of service delivery to supported individuals with protected characteristics, to support development of the model of care and to ensure sustainability of Providers delivering these services.

Health and Safety Requirements continued -Hold a UKAS (or equivalent independent third party), accreditation in accordance with ISO 45001 certificate or have a SSIP accreditation -Where the Bidder does not satisfy the above certification, they will require to complete the full Glasgow City Council Health and Safety Vetting Questionnaire and also provide appropriate evidence of relevant policies and procedures. . Experience and Qualification Requirements continued -Bidders are required to ensure the designated Manager for the service holds a registered manager qualification or equivalent. . Care Inspectorate Grading continued -Where Bidders do not yet operate a Shared Lives Service/Adult Placement Service in Glasgow but do operate a Shared Lives Service/Adult Placement service in another location, the Bidder is required to confirm that they have achieved a minimum of Grade 3 across all inspected themes for their organisations most recent Care Inspectorate (or equivalent) inspection for that service. . -Where a Bidder can confirm they have the required experience and Registration, but has not yet had a completed first inspection to demonstrate the required Grade 3 across all themes, the Bidder may commit to evidence this on completion of the first inspection. Successfully awarded Providers may be temporarily suspended from the Framework until this evidence is provided. . -Bidders are required to note that Lot 1 and Lot 2 are tied, and therefore Bidders cannot bid for a single lot on its own. . Providers who are successfully awarded to this contract who have existing contractual agreements in place under the current contract Adult Shared Lives GCC004345SW will have these arrangements transfer to the new contract terms at the contract commencement date. .
