Description
The service is to deliver an effective and efficient service that gives individuals the best chance of achieving and maintaining recovery from substance misuse and reduces substance related harm across Stockton-on-Tees.
Total Quantity or Scope
This is a Provider Selection Regime (PSR) intention to aware to the existing provider notice under Direct Award Process C. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of standstill period. Representations by providers must be made to decision maker by midnight on 05/05/2025.

Legal Justification
PSR 2023 DA C permits the direct award without competition if the provider has satisfied the service delivery. CGL has already providing the service and this contract is the enhanced service funded by the Supplemental Substance Misuse Treatment and Recovery Grant (SSMTRG) to increase the number of patients in drug and alcohol treatment, improve the quality of treatment and reduce drug related deaths, and comes with a set menu of interventions, for which the funding can be used. This Enhance Substance Misuse service is one of the interventions. The contract is to provide the intervention to individual to support drugs and alcohol rehabilitation. This is to increase capacity, accessibility and quality of treatment and recovery services via a range of roles and interventions, in line with New National Strategy guidance, SSMTRG targets and funding conditions to enhance the current contract that is delivered by CGL.
