Description
he Holiday Activities and Food programme (HAF) is funded by the Department for Education to deliver activities and food to children and young people eligible for benefits related Free School Meals (FSM) during the three main school holiday periods. In Gloucestershire we are establishing a modified framework which has three lots: Lot 1 Six District Leads to cover Gloucester City; Cheltenham Borough; Tewkesbury District; Forest of Dean District; Stroud District and the Cotswolds, who will develop and deliver the programme each District. Only one provider may be appointed per district, providers can bid for more than one district. Lot 2 Activity Providers to cover Gloucester City; Cheltenham Borough; Tewkesbury District; Forest of Dean District; Stroud District and the Cotswolds, working with District leads who will develop and deliver the programme each District and countywide providers. Multiple providers may be appointed per district, providers can bid for more than one district. Lot 3 Specialist SEND providers to cover Gloucester City; Cheltenham Borough; Tewkesbury District; Forest of Dean District; Stroud District and the Cotswolds, working with District leads who will develop and deliver the programme each District. Multiple providers may be appointed per district, providers can bid for more than one district. Please note that while Lots 2 and 3 will allow new applications to be submitted, they will only be assessed three times a year, approximately 10 weeks before the next HAF holiday.

Legal Justification
VEAT Type of procedure - Negotiated without a prior call for competition (Additional deliveries by the original suppliers) The Council is proposing to enter into this framework agreement extension with the incumbent framework providers following a period of 10 days from the date of publication of this notice in reliance upon Regulation 72(1)(b) of the Public Contracts Regulations 2015. This is on the basis that the incumbent framework providers are likely to be required to deliver additional services that have become necessary and where a change of provider cannot be made for economic or technical reasons, would cause significant inconvenience or a substantial duplication of costs for the Council. The increase in contract price does not exceed 50% of the each of the original framework agreements' value. The original framework agreement value was approximately £4,5000,000 for a term of three years. The estimated value of the framework agreement extension is £1,7000,000. In addition, this framework agreement is subject to the light-touch regime and therefore during the extension term, new providers who are interested in providing HAF activities during 2025-2026 are able to apply to join in accordance with the framework agreement's operating rules.
