Total Quantity or Scope
Requirement is for Air Traffic Engineering and Maintenance Services. Due to internal restructuring and lack of resources, it has become necessary to extend the provision of HIAL's current Air Traffic Engineering and Maintenance Services with the incumbent supplier for a further 2 years. This notice serves as a record of the award of that extension without prior competition.

Legal Justification
The Contract was awarded under Regulation 48.1(d) for reasons of extreme urgency brought about by events unforeseeable by the utility, the time limits for open procedure, restricted procedure or negotiated procedure with prior call for competition cannot be complied with. A full open procedure was planned for this contract's replacement however the utility underwent a period of change resulting in the internal restricting and replacement of their Procurement Team. It is anticipated that the new Procurement Team will be fully resourced by mid-2025 and will then be in a position to commence options appraisals and pre-procurement activities for the replacement service provision. Any change in Service Provider would require a period of transition following any procurement procedure. Due to the critical nature of this service and the time limits required for re-procurement and transition; the utility must extend the current service provision so that a fully planned procurement, and (potentially) Service Provider transition, can take place.
