Description
THIS IS AN INTENTION TO AWARD NOTIFICATION North of England Commissioning Support (NECS) is a commissioning support service working for and on behalf of NHS Lancashire & South Cumbria Integrated Care Board, NHS Lancashire & South Cumbria Integrated Care Board (the Relevant Authority) who are undertaking a Most Suitable Provider process to commission a Special Allocation Scheme GP Healthcare services. This notice is an intention to award a contract under the PSR Most Suitable Provider process. The lifetime value of the contract - £3,528,575 Period of contract: 3 years with effect from 01 June 2025 with an option to extend for an additional period of 24 months at the discretion of the Relevant Authorities and subject to satisfactory financial and contractual performance. This contract will be awarded to the current incumbent provider.

Legal Justification
This is a Most Suitable Provider Process under PSR and this is a intention to award. This will be updated via a corrigendum following the conclusion of the 8 day standstill period as per PSR requirements

The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the Standstill Period. Representations by providers must be made to the relevant authority by midnight on Friday 30 May 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. A contract will not be awarded until after the 9th working day following standstill. Written representation should be sent to: Necsu.psrprocurement@nhs.net Details of the individual(s) making the award decision: NHS Lancashire & South Cumbria Integrated Care Board - Primary Care Commissioning Committee (PCCC). The provider has been assessed and passed against the relevant 5 key criteria and mandatory requirements. The Relevant Authority scored the relative importance of each aspect of the 5 Key Criteria, creating a rationale for that scoring and the evidence required to adequately assess the provider. This rationale was tested on a Pass/Fail basis, by detailing the evidence and knowledge available with regards to the provider. There were no conflicts of interest identified.
