Description

The requirement focuses on the delivery of a 12-month contract (with two optional extension years (1+1) subject to requirement, funding, approval and supplier performance) of targeted, flexible and intensive English language courses with wrap around employment support for unemployed and under-employed Ukrainians (see specification for eligibility) and Hong Kong British Nationals Overseas (HK BNOs) visa holders who are resettled in the England. The UK operates three different Ukraine visa schemes to support those who wish to either come to or remain in the UK. (See specification for further details) This programme is a priority for the Ministry. The Supplier will need to deliver at pace the following three objectives: Objective 1: To assess learners' initial English Language skills and identify barriers to entering the employment market, or into higher paid roles, and develop tailored support plans. Objective 2: To provide English Language tuition to up to 4,000 individuals comprising of 50% Ukrainians and 50% HK BN(O)s, of which two thirds are unemployed and one third are in low-paid employment. Objective 3: To provide high-quality, individualised employability support to up to 4,000 Ukrainians and HK BN(O)s in parallel to providing English Language classes. Renewal Options

The contract will be for an initial period of 12 months only. There will be the option to extend this contract in yearly increments (+1+1) representing up to two additional years. Any extension to this contract will be subject to requirement, funding, ministerial approval, approval from HMT and the suppliers performance in the initial contract period.

Award Criteria

Technical Response he award criteria will be based on the most advantageous tender (MAT) using a Price per Quality Point (PQP) model, which assesses the quantitative relationship between the Supplier's quality score and price.
