Description

Leeds City Council proposes an below-threshold open competitive procedure to appoint contractors to deliver stairlift and specialist lift adaptations to the Council's domestic and non-housing properties. The procurement will be divided into the following two lots: Lot 1 – Stairlifts: Manufacture, Installation, Maintenance & Recycle and Lot 2 – Specialist Lifts: Manufacture, Supply, Installation, Maintenance & Recycle.

Lot Division

1 Lot 1 – Stairlifts: Manufacture, Installation, Maintenance & Recycle
  • Value: £1M

The Council proposes appointing 2 contractors to Lot 1 on a 3-year closed framework with the option to extend by 1 further period of 12 months. Work will be allocated on a ranked basis, meaning that the organisation identified as the most advantageous tenderer will be offered work in the first instance, with the second contractor approached only where the first ranked contractor is unable to deliver the requirement.

Award Criteria
Quality questions Tender submissions will be assessed on the basis of the most advantageous tender, using a most cost-effective approach to price and quality evaluation. The maximum amount of points available for quality will be 540/54%.
Social Value A total of 60 points (6%) will be awarded based on tenderers' Social Value responses.
Price The maximum amount of points available for price will be 400/40%
2 Lot 2 – Specialist Lifts: Manufacture, Supply, Installation, Maintenance & Recycle (1)
  • Value: £488K

The Council proposes appointing up to 3 contractors to Lot 2 on a 3-year closed framework with the option to extend by 1 further period of 12 months. Work will be allocated on a ranked basis, meaning that the organisation identified as the most advantageous tenderer will be offered work in the first instance, with the second contractor approached only where the first ranked contractor is unable to deliver the requirement and so on.
