Description
The Change4Life service forms the central part of a broader programme of work, to prevent childhood obesity, support children who are overweight and promote positive health outcomes amongst children, young people and families. There are four key areas of the service: Change4Life clubs - a universal, fun and interactive offer for children young people and their families focussing healthy eating, physical activity, sleep and oral health; Change4Life targeted coaching service offered to children who are over a healthy weight; training and capacity building including training, a health promotion outreach service and the Change4Life award programme and ward-based, themed neighbourhood projects delivered in partnership with Public Health.
Total Quantity or Scope
This is a Provider Selection Regime (PSR) Intention to Award Notice. Westminster City Council intend to award this contract to an existing provider following Direct Award Process C. The lifetime contract value is £2,100,000. The contract shall be for a term of four years, starting on 1st July 2025 until 30th June 2029.

Legal Justification
This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 23rd June 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR

An assessment of the key criteria has been carried out by undertaking a review of existing data such as contract management data including KPI’s and other information provided at contract management meetings.
