Description
The British Embassy Jakarta is seeking a Service Provider to provide technical assistance to MENTARI 2 (Menuju Transisi Energi Rendah Karbon di Indonesia / Towards Indonesia's Low Carbon Energy Transition) Programme. MENTARI is a continuation of the existing £22.3m high-performing programme managed by British Embassy Jakarta (BEJ) and is due to end in late 2025. MENTARI 2 will succeed it to maintain the UK's ability to support Indonesia's energy transition ambitions directly and through the G7-led Just Energy Transition Partnership (JETP). MENTARI 2 aims to directly contributes to the UN Sustainable Development Goal on Affordable and Clean Energy through (i) Improving Indonesian policies and regulations to increase investment into the low carbon energy sector, (ii) increasing rural electrification to promote economic development, particularly for disadvantaged groups, (iii) supporting Indonesian institutions to identify and finance low carbon energy projects (potentially with blended finance), and (iv) Building energy transition expertise within Indonesian institutions (e.g. NGOs, academia, and government). Gender and social inclusion would be mainstreamed throughout the programme’s delivery. The programme is still in its design phase, so some changes are expected. This is a Prior Information Notice and not a call for competition or tender at this time.
Total Quantity or Scope
• Identify and address policy and regulatory barriers that would increase private sector investment into Indonesia’s renewable energy sector • Plan and deliver a coastal community-based demonstration pilot project, that empowers the community to achieve economic growth while ensuring site sustainability upon programme completion. Develop a model that can be replicated by Indonesia. • Assess gaps in the renewable energy project market and identify tangible solution to improve bankability of the projects, facilitate matchmaking, and establish derisking financing mechanism Increase the pipeline of renewable energy projects in Indonesia through a combination of pre-feasibility, feasibility, matchmaking, and/or de-risking activities • Mainstreaming gender and inclusion in all pillars Additional information: This is a Prior Information Notice and not a call for competition or tender at this time.
