Description
This scheme is to provide six supported accommodation units for people with mental health issues.
Total Quantity or Scope
The three Intermediate Housing Units (IHUs) Octavia House, Brigid House, Alexander House provide short term (approximately nine months) step-down supported accommodation for people being discharged from the Becklin and Newsam Centres, following detention under the Mental Health Act 1983 and 2007 respectively. East Grange Drive is commissioned to provide move-on accommodation and support for people leaving the Intermediate Housing Units. The Maltings and Rose Villa provide medium term accommodation and support for people leaving hospital. Referrals for these services come from the acute wards via the Accommodation Gateway, which is a Leeds and York Partnership Foundation Trust (LYPFT) managed function. These services form an integral and essential part of the hospital discharge pathway in Leeds, and are an important resource used by the acute wards to ensure move-on and flow out of hospital. The intension is to award a contract under the Most Suitable Provider Process of the Health Care Services (Provider Selection Regime) Regulations 2023. The approximate lifetime value of the contract is £10,087,304.00. This is an existing service to be delivered by the existing provider. The start date for which this service is intended to be provided is 1st July 2025

Legal Justification
Under Regulation 10(4) PSR 2023, the Council identified suitable provider who may be the most suitable provider, with reference to the key criteria and the basic selection criteria. Following on from paragraph 24, and in accordance with Regulation 10(6) PSR 2023, the Council has assessed the potential provider identified under Regulation 10(4) PSR 2023 and has taken into account the key criteria and applying the basic selection criteria, the most suitable provider to whom to make an award. Therefore, the Council has determined the most suitable provider to deliver these services is Inspire North and in accordance with Regulation 10 (1)(b) PSR 2023 the Council is able to award this contract without a competition.

For the avoidance of doubt ,the provision of the Public Contracts Regulations (PCR) 2015 do not apply to this award. The publication of this notice marks the start of the stand-still period. The decision maker is the Director of Adults & Health Directorate No conflicts of interest were identified as part of this process. This contract has not yet been formally awarded; this notice serves as an intention to award to the incumbent provider under the PSR.
