It is anticipated that the Programme will be designed and implemented by the Department of Health and Social Care (DHSC) in conjunction with the National Infrastructure and Service Transformation Authority (NISTA), although this may be in conjunction with (or led by other) relevant contracting authorities. The Programme will involve (at a high level) the design, build, finance, operation and maintenance of certain types of primary and community health infrastructure projects through a Public Private Partnership (PPP) model.
