The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 00:00 on 16th July 2025 (The standstill period will end at midnight on the eighth (8th) working day). This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Direct Award Process C. No conflicts of interest were identified as part of this process. The decision maker (Director of Public Health) is fully in support of this intent to award and believes that services will continue to provide support to people. Quality and innovation, Value for money, and improving access whilst reducing health inequalities are all high priority criteria for Leeds City Council. They align with the objectives within the Best City Ambition, Leeds Drug & Alcohol Strategy 2025 - 2030 , Leeds Health & Wellbeing Strategy 2023 - 2030 and Leeds Safer, Stronger Communities Plan .
