Description
Under the National Collaborative Framework for Adult Mental Health, Learning Disabilities, and CAMHS Hospital Services, an urgent placement has been arranged between Aneurin Bevan University Health Board and Elysium Healthcare Limited. This placement is under Lot 11 ( Locked Rehabilitation (Controlled Egress) Mental Health – Male) of the Framework Agreement.
Total Quantity or Scope
Under the National Collaborative Framework for Adult Mental Health, Learning Disabilities, and CAMHS Hospital Services, an urgent placement has been arranged between Aneurin Bevan University Health Board and Elysium Healthcare Limited. This urgent placement was initiated under Lot 11 (Locked Rehabilitation (Controlled Egress) Mental Health – Male) of the Framework Agreement. The call off requirement was considered with the basic selection and key criterion as detailed below. Framework providers were evaluated by Commissioners, responsible for a patient placement, under the CAARE criteria to determine (i) under which Framework Lot the Patient’s care requirement falls and (ii) the number of observations hours required to meet the patients' needs by Enhanced Packages of Care / Additional Services. This was assessed under the following key criterion as stated in PSR Wales Regulations 2025 and aligned within the Framework; 1. Quality - Assurance rating, in the order of the Hospital / Unit with the highest Quality Assurance Rating first within the applicable Framework lot. 2. Value - Framework Ranking by price – in the order of lowest composite price Hospital / Unit within the applicable framework lot. 3. Collaboration and service sustainability - Exact clinical, geographical and social needs of the Patient, including patient outcomes. 4. Improving access and reducing health inequalities - Availability of beds in Hospital to provide urgent placement within pre-agreed radius significant to a patient. 5. Social Responsibility - review of a providers community benefits proposal. The length of the placement is based on urgent patient need and therefore, is undetermined at present. The supplier is a current provider on the framework and this notice refers to a new placement. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025 and undertaken in relation to Regulation 14 as delaying the award of the contract to satisfy the requirements of regulations 7 to 13 would be likely to pose a risk to patient or public safety. Additional information: Under Regulation 23(1) of the PSR, a relevant authority is not required to publish information under these Regulations if the relevant authority is satisfied that the information is sensitive commercial information and there is no overriding public interest in its being published. Due to this, please note, a nominal value has been stated to allow notice publication.

** PREVIEW NOTICE, please check Find a Tender for full details. ** This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime Wales (PSR Wales). This contract has been awarded under the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award. The Health Board have an urgent requirement to place a patient in a Locked Rehabilitation (Controlled Egress) Mental Health facility. Delaying the contract award, would likely pose a risk to patient and public safety. The patient requires an urgent placement due to the current arrangement breaking down and there is no contingency support. In addition, should the patient be placed back into an NHS facility, this could also likely pose a risk to public safety if another citizen required mental health support and treatment could not be applied immediately. Based on the above, regulation 14 of the PSR Wales is being applied. AB UHB Commissioners were the decision makers for this placement. (WA Ref:153687)
