Description

The Department operates an Urban Traffic Control System, including close circuit television (CCTV) cameras. The provision of an IP transmission service for CCTV replaced a previous analogue system. This contract will provide and maintain safety critical CCTV services for the Department and other users across Northern Ireland, until a new contract can be awarded and all circuits have been migrated to the new service.

Legal Justification

Section 41 and paragraph 6 of Schedule 5 of the Procurement Act 2023 provides justification of a Direct Award when the following conditions are met in relation to the public contract- (a)due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and (b)there are no reasonable alternatives to those goods, services or works. BT is the only supplier who can provide the IP transmission services for the Department's equipment at this time.
