Description
Transport for London ("TfL") is seeking to appoint a supplier to deliver a new Traffic Order Management and Enforcement solution ("TOME") to be awarded via a Competitive Flexible Procedure under the Procurement Act 2023. TfL has a statutory and legal network management duty to secure expeditious movement of people and goods across the Transport for London Road Network (TLRN), as set out in the Traffic Management Act 2004 Traffic Regulation Orders ("TRO"), also known as Traffic Orders ("TO"), are authorised by the Traffic Regulation Act 1984 and are used by TfL to manage and enforce traffic regulations. TfL currently uses two platforms to create and enforce TROs: 1. The Traffic Order Management System ("TOMS") provides TfL with the capability to manage the application, creation, and management of TROs following a statutory process which makes the TRO legal and enforceable. 2. The Maintenance Enforcement and Traffic Regulation Order System (METROS) enables users to enter the details of TROs created in TOMS and display the TRO details on a geospatial map as Enforcement Zones, which are then used by other enforcement groups in TfL. TfL Enforcement Platforms & on-street enforcement teams, e.g. Digital Traffic Enforcement System (DTES) and Parking Enforcement System (PES), rely on data from METROS. TOMS and METROS are defined by TfL as Business Critical systems. However, they are legacy systems which lead to business inefficiency, and do not comply with the data specification for the Department for Transport's forthcoming Digital Traffic Regulation Order ("D-TRO") service, as proposed in the Automated Vehicles Act 2024 and in development via the Transport Technology Forum. TfL requires a modern, long-term, robust and secure TOME solution to replace TOMS and METROS, providing an improved user experience and supporting the creation, management, and enforcement of TROs across the TfL Road Network ("TLRN"). The TOME solution will be required both to integrate with existing TfL systems and to communicate with the Department for Transport's D-TRO system. A phased approach to delivery is preferred to ensure a smooth transition from legacy systems while ensuring continuation of service.
Renewal Options
There will be an option to extend the initial term for a further six (6) years (e.g. 4+1+1)
