The contract relates to the appointment of a supplier to provide access to their online system on behalf of Rhondda Cynon Taff CBC, Bridgend CBC, Cardiff CBS, Merthyr Tydfil CBC, The Vale of Glamorgan and selected schools within their responsibilities. The system provides tracking and analysis for each of the participating schools in the 5 regions and bespoke aggregated analysis of qualifications outcomes.

Legal Justification

Additional or repeat goods, services or works The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where: a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works and the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance. The supplier has provided the solution to the LA's for a number of years and the LA's, Schools and Consortium are well versed and trained in its operations. Single suppliers The following conditions are met in relation to the public contract: Due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required, and there are no reasonable alternatives to those goods, services or works. Due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required and there are no reasonable alternatives to those goods, services or works. Only the supplier is able to provide access to the chosen solution.
