Description
Cwm Taf Morgannwg University Health Board (CTMUHB) intends to award a contract via Direct Award under the NHS SBS Security Services Framework – Lot 3 (Supply, Installation and Maintenance of CCTV and VSS) for the provision and installation of integrated security systems at Princess of Wales Hospital. The works cover Phases 1A and 1B of the hospital’s security upgrade programme and include the supply and installation of CCTV, access control, and intercom systems. The contract will be awarded to OpenView Security Solutions Ltd, who are the Health Board’s incumbent maintenance provider for security and CCTV systems. This procurement route has been selected as the most appropriate mechanism to ensure continuity, compatibility with existing infrastructure, and alignment with the Health Board’s wider estate security strategy. The use of open protocol systems will enable long-term flexibility, supportability, and value for money. The estimated value of the contract is £420,539.26 Ex VAT

Legal Justification
OpenView have previously provided installation and ongoing maintenance services across multiple CTMUHB sites under existing arrangements. The proposed works at Princess of Wales Hospital represent a continuation and expansion of those systems as part of CTMUHB’s broader estate security upgrade strategy. Their previous appointments followed a competitive framework process (NHS SBS Lot 3), and the current works are consistent with the scope of those prior procurements. A direct award ensures continuity, compatibility with existing open-protocol systems, reduced operational disruption, and avoids the inefficiencies of introducing a new supplier where integration with existing infrastructure is critical. This route delivers value for money and aligns with procurement regulations through use of an established framework agreement.
