Description

Please note this is a Contract Award notice. The City of Edinburgh Council requires to procure decriminalised parking and traffic enforcement services, including, but not limited to; labour, IT and associated services, to enforce parking and moving traffic regulations within Edinburgh. The contract may be accessed by other Scottish Local Authorities (“Collaborative Partners”) during the contract term as a potential route to market for such services and therefore the successful Service Provider may be required to deliver services across the Collaborative Partners’ geographical areas during the term of the Contract.

Total Quantity or Scope

The City of Edinburgh Council requires to procure decriminalised parking and traffic enforcement services, including labour, IT and associated services, to enforce parking and moving traffic regulations within Edinburgh. The service delivery areas covered by this Contract include, but are not limited to: On-Street Enforcement Services; Car Pound Services with potential future DVLA Services; Bus Lane Camera Enforcement Services; Pay and Display Services; Suspension and Dispensation Services; Lines and Signs Maintenance Services; Cashless and Contactless Parking solution; Permit Management Services; Back Office Support Services; Notice Processing Services; LEZ Services; and Future Services. Renewal Options

The City of Edinburgh Council reserves the right to request additional services from the Service Provider within the duration of the contract period. This may include but not be limited to new restrictions within the CPZ or future services and technologies as described within the Specification. Any change will be agreed with the Service Provider and managed by the change control procedures in accordance with Schedule Part 5 of the Contract. The exact requirements of these additional purchases will be discussed and agreed with the Service Provider prior to a formal acceptance of such request.

Other Information

Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. The value of this Contract for the City of Edinburgh Council alone has been estimated at 150,000,000 GBP over the Contract Period covering the initial 5 year period and optional 5 year extension. Based upon historical spend and how services, staffing costs or contract requirements may change over the term of the contract. Should other Collaborative Partner organisations choose to buy into this Contract a notional value up to 250,000,000 GBP has been estimated subject to other Authorities requirements. Therefore, including Collaborative Partners, the combined estimated total contract spend could rise to 400,000,000 GBP.
