Description

THIS IS AN INTENTION TO AWARD NOTIFICATION North of England Commissioning Support (NECS) is a commissioning support service working for and on behalf of NHS Humber and North Yorkshire Integrated Care Board (ICB), NHS South Yorkshire ICB and NHS West Yorkshire ICB (the Relevant Authorities) who are undertaking a competition to commission Intermediate Minor Oral Surgery Services for Yorkshire and the Humber under the NHS Personal Dental Services contract. This notice is an intention to award a contract under the PSR Competitive Process The lifetime value of the contract (all Lots) £37,019,336 Period of contract: 5 years with effect from 01 April 2025 with an option to extend for an additional period of 24 months at the discretion of the Relevant Authorities and subject to satisfactory financial and contractual performance; Lot 1 North Yorkshire is a new service Lots 2-16 are existing services; Lot 1 3 4 5 6 8 9 10 11 12 13 14 15 and 16 - New Provider Lot 2 and 7 - Incumbent Provider

This is a Provider Selection Regime (PSR) confirmation of contract award notice. The contracts for Lot 11 Bradford North and Lot 12 Bradford have been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Regulations 2024 (Procurement Act 2023) do not apply to this award. The contracts for Lots 11 and 12 have now been formally awarded using the Competitive Process. The contracts for Lots 11 and 12 were awarded on 29 July 2025. The contract periods for Lots 11 and 12 are for 5 years, with effect from 01 October 2025, with the option to extend for a further 2 years, subject to satisfactory financial and contractual performance and at the discretion of the Relevant Authorities. The contract values are: Lot 11 Bradford North £7,703,576.00 Lot 12 Bradford £750,344.77 and are based on indicative activity. During the standstill period, a representation was received which was reviewed by an Internal Review Panel. The representation was also submitted to the Independent Patient Choice and Procurement Panel who considered the request and advised the Relevant Authority to return to an earlier step in the provider selection process for Lots 11 and 12, namely Step 8(a) of the competitive process. This is the point at which the providers representation was received following the initial contract award decision. Following the return to step 8(a) additional details were added to the representation by the provider which were also reviewed by an Internal Review Panel. A further representation was submitted to the Independent Patient Choice and Procurement Panel who considered the request against its acceptance criteria and did not accept the case for review. The Independent Patient Choice and Procurement Panel decision was to bring the standstill period to an end, in line with the PSR statutory guidance, and proceed to award the contract to the chosen provider(s). All involved in the review completed a conflict of interest declaration and no conflicts were identified.
