Description
Worcestershire County Council, led by Public Health has commissioned an integrated Public Health Nursing Service. The Public Health Nursing Service will focus on the delivery of the Healthy Child Programme and will provide effective prevention and early interventions either as a single service or jointly with other services working within the wider early help system. The Service will work proactively with other services, agencies and the VCS to coordinate and deliver packages of holistic care for children, young people and their families. All interventions delivered will be evidence based and clinically led by appropriately qualified staff. In accordance with the Health Care Services (Provider Selection Regime) Regulations 2023, Worcestershire County Council intends to apply Direct Award Process C to award the Worcestershire Public Health Nursing Contract to its existing provider, Herefordshire and Worcestershire Health and Care NHS Trust. The service will commence 1 April 2025 and end 31 March 2030. The contract is for a 5-year term with an optional +1 +1 extension. This contract has an approximate lifetime value of £60,307,170 (this includes the two one-year extensions).

Legal Justification
PSR regulations allow for modifications under certain conditions. This modification is made at the discretion of the Authority and the modification does not render the contract materially different in character and the cumulative change in the lifetime value of the contract is less than 25%. The modification will enable the supplier to provider additionality to the delivery of the contract, specifically in relation to recruiting SEND focused Health Visitors and additional capacity in the infant feeding team. The supplier is already providing health visitors and infant feeding and this modification will enhance the current offer to better support children, young people and their families across the county.

This is a Provider Selection Regime (PSR) contract modification notice, under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. This contract has now been formally modified. The decision making approval process for this modification is via the Authority's Commercial Governance Board. This modification was approved by the Commercial Board on 21/07/25 by the following Chief Financial Officer, Head of Commercial, Principal Solicitor (Commercial), Operations Manager (Commercial), Deputy Chief Finance Officer, Assistant Director A&C Commissioning (Adults) and Assistant Direct Major Projects & Waste (E&I). The Authority manages potential conflicts of interest by recording declarations of Senior Officers at the start of each Commercial Board meeting. Commissioners involved in designing the service are also asked to declare any known conflicts of interest before participating in re-commissioning activity or making any recommendations. No conflicts of interest were identified among individuals involved in making the decision in relation to this service.
