Description

The Royal Borough of Kensington and Chelsea on behalf of the West London Housing Partnership wishes to engage with suppliers regarding capacity in the market to provide a suitable building and support services to deliver a service for women with complex support needs who are experiencing rough sleeping and/or who are at risk of rough sleeping. The building will provide immediate access to accommodation to enable housing and support need assessments, provide intensive support to rapidly access a suitable onward housing option, and help link people into relevant support services to meet their needs. There will be mobilisation requirements including engagement with and the transfer of existing residents. Minimum Requirements The Supplier will be required to have in place provision of a suitable building and/or other accommodation with relevant permissions for use as supported accommodation. The accommodation must: •Be located within any of the West London Partnership Boroughs of RBKC, LBHF, Brent, Ealing, Hillingdon, Hounslow or Harrow. •Have a minimum of 20 units for single occupation. The units may be split across locations, for example a ‘core and cluster’ model and can be a mixture of shared facilities and/or self-contained units. •Be fully compliant with relevant health and safety standards, finished to a high standard, furnished, and ready for occupation and full-service delivery from 1 April 2026. •Any ‘core’ building with multiple units must have a reception facility and office space for (24-hour) staff. •Any ‘cluster’ or scattered accommodation must have access to night security or concierge. •Meeting rooms for case work / one to one meetings and provision for external partners. •The supplier of support provision will be required to: •Have experience delivering services within a similar setting •Provide suitable training to staff to ensure a safe, effective and trauma informed service can be delivered
