Legal Justification

The Council's previous contractor delivering an integrated community service has become insolvent. The Council was aware of the financial health of this contractor and had put in place measures to ensure continuity of service and was preparing to put in place a contingency plan. However, the companies insolvency has been a quicker process than anticipated, with only ten days notice, therefore, this direct award is urgently required in these extreme and unavoidable circumstances.
