Description
Background: West London Waste Authority is a statutory waste disposal authority that was created in 1986. We are responsible for disposing of waste collected by the London Boroughs of Brent, Ealing, Harrow, Hillingdon, Hounslow, and Richmond upon Thames. About 1.7 million people live in this area, which covers 38,000 hectares. This expression of interest (EoI) is for the collection, repair, and distribution back into the community of laptops, which have been disposed of at West London Waste Authority's (WLWA) managed / supported Household Reuse and Recycling Centres (HRRCs). There may be potential opportunities to also collect other small electrical and electronic devices (small kitchen appliances, hair / beauty devices, and gaming consoles) on an ad hoc basis. Selection would be based on responses to the questions in the attached questionnaire. Place of performance: This service will initially be required at three sites, namely: (1) Townmead Road (off Mortlake Road, Kew, TW9 4EL, Richmond); (2) Greenford Road (UB6 9AR, Ealing); and (3) Spacewaye (Pier Road, Feltham TW14 0TH - Hounslow) sites. Financial / commercial considerations: It is estimated that there would be a total of circa 0.1 - 1 tonne of items per annum for collection across the three sites. The resale price of the items in the contract is estimated to be circa £6,300 - £19,700 per annum. There will be no payments made to the off-taker(s). All associated costs (e.g., for collection vehicles, PAT testing, and resourcing) will be the responsibility of the contractor. A percentage of the repaired devices (to be agreed following discussion between WLWA and the provider) would be required to be returned to WLWA. Data reporting requirements: Providers will be required to submit quarterly reports detailing: The number and types of items collected, repaired and redistributed Beneficiary demographics (where appropriate) Environmental impacts (e.g., kg CO2e saved) Social value outcomes Timelines / Duration: It is aimed that collections will begin from November / December 2025. Any agreement will be in place initially for two years and then subject to review, based on the KPIs below. Following this review, the initial agreement will then become a rolling 2-year agreement Start date: 3rd November 2025 End date: 31st October 2027 KPIs: The key criteria for reviewing contractor performance are namely the: Number of incidences of non-compliance reported during the collection and management of the devices Timely and accurate reporting of collections and social value delivered Number of beneficiaries engaged
