Urgency (extreme and unavoidable). As per Act at Schedule 5, Urgency 13. Where— (a)the goods, services or works to be supplied under the public contract are strictly necessary for reasons of extreme and unavoidable urgency, and (b)as a result the public contract cannot be awarded on the basis of a competitive tendering procedure Program would be delayed significantly if we went with any other supplier due to lead in times for door orders. Doors were competitively tendered on a supply and fix basis. But the preferred Trade Contractor didn’t have a sufficient credit rating to support a procurement of this value/ scope.
