Description

Section 25 of the Children and Young Persons Act 2008 places a statutory duty on local authorities to provide short breaks for families with disabled children These services aim to enhance the lives of children with disabilities and their families, fostering social inclusion, promoting personal growth, and strengthening family relationships. The Regulations define a short break as: • Day-time care in the homes of disabled children or elsewhere • Overnight care in the homes of disabled children or elsewhere • Educational or leisure activities for disabled children outside their homes • Services available to assist carers in the evenings, at weekends and during the school holidays. We are looking for providers who are passionate about working with disabled children and young people and who have a proven record of accomplishment of delivering high-quality services

Lot Division

1 Brokerage and City-wide network of providers

Targeted Short Breaks for children with mild to moderate needs delivered via a wide range of local providers and bespoke services. The short breaks services described in Lot 1 will be awarded to a single provider who will manage the network and all brokerage of places.

2 Targeted Short breaks for children with Autism as a primary need

This service will deliver Autism-friendly activities such as clubs, play schemes, or outings with trained staff who understand autism. This will include behavioural support from professionals who can help manage challenging behaviours through structured interventions. The children attending may have other impairments, such as severe learning disabilities or have behaviour which is consistently challenging.

3 Short Breaks for children with complex needs

The children attending this service will have needs arising from a disability, illness, or sensory impairment that requires significant additional support on a daily basis. These needs may be present from birth or have developed after an illness or injury. These needs may also include psychological, emotional, social, and environmental factors. These children often require multidisciplinary input, and their care must be tailored to their life circumstances.

4 Accessible short breaks for physically disabled children with complex needs

This service will cater for children with mild to moderate physical disabilities who may require a range of support tailored to their mobility, coordination, and overall development. This support should aim to promote independence, inclusion, and access to education and community life. The venue for this support may require the use of specialist equipment/ mobility aids (e.g., walking frames, adapted chairs), assistive technology, and modified furniture. It would also feature adjustments to any physical spaces to ensure safe movement, such as wider pathways, stable furniture, and accessible play areas. Individual Risk Assessments including fire evacuation plans and intimate care plans tailored to the child's physical needs would form part of any service delivered by the successful provider.
